The Bike-Tourer is one of the easiest sets of panniers to use. With simple fold close lids, pockets and one main buckle these are really quick to open up and close. The simple but effective design make touring and commuting easier than ever while keeping the quality, waterproof nature of Ortlieb kit. At 38L these provide plenty of storage space to meet most peoples needs.

Made of waterproof and abrasion-resistant nylon fabric, the Bike-Tourer may appear inconspicuous, but its inner qualities make it a true champion. Ortlieb's Bike-Tourer 38L Panniers - Pair, are a great option for touring and commuting. They provide a huge amount of structured space that make them very easy to use. With the usual high quality Ortlieb design and build with fully waterproof fabrics these panniers are hard wearing, practical storage options.
Internally, there is space for a huge amount of items, whether you are commuting or touring with these you won't have too much trouble for space. They have a large zip pocket and two smaller stretch pockets to allow you to be a bit more organised. The whole pannier keeps its structure really well and the top lid folds down and clips shut with ease making them very easy to use.
Externally these panniers have one large pocket, large highly reflective patches to help you stay safe, a soft, rubber handle and a removable shoulder strap for when you need to move them away from the bike. Personally, I would not call the outer pocket waterproof. The pocket opens and closes using a single fold which is tensioned by the straps on the side and has a flex point that keeps it open or shut. Despite the fact that it is made from the same fabric I would expect, in heavy rain, water to be able to get in and although I have not been out with these panniers in conditions like that I wouldn't put anything important in that pocket.
